This is a bench mounted mitre jack, used for plane a 45 degree angle on end-grain. The threaded block opens to about 10 inchs. It is unmarked and would have been made by a cabinetmaker for his own shop. Cardstock is stuck to the block to avoid planing into the mitre jack Youtube has demo videos you can see.
